¶¶Òõ̽̽ holds first Procurement and Property & Supply Management Summit

The University marked another milestone in its continuous drive to enhance operational efficiency, through the successful conduct of the first ¶¶Òõ̽̽ Procurement and Property & Supply Management Summit titled “Driving Excellence: Strategies for Effective Logistics Management and Organizational Success.â€

The event was hosted by the ¶¶Òõ̽̽ Office of the Vice President for Administration (OVPA) from March 7 to 8 in ¶¶Òõ̽̽ Cebu. The Summit gathered industry experts, academic leaders, and practitioners, and promoted in-depth, dynamic discussions on innovative strategies toward optimal logistics management and organizational advancement.

The two-day event featured keynote presentations, interactive panel discussions, and networking sessions that aimed to inspire actionable insights and foster collaboration among attendees—all consistently reflective of the theme, “Honor and Excellence in the Service of the Nation.â€

Participants included heads of procurement and Supply and Property Management Offices (SPMOs), chancellors, vice chancellors, and unit directors, among others—effectively showing a unified, ¶¶Òõ̽̽ System-wide pursuit of excellence in procurement, property, and supply management.

 

Augmenting ¶¶Òõ̽̽’s operational efficiency

 

¶¶Òõ̽̽ President Angelo Jimenez opened the Summit by emphasizing the significance of the Summit’s theme in augmenting the University’s operational efficiency. He reminded everyone that ¶¶Òõ̽̽ must strive for excellence and underscored the administration’s pivotal role in accomplishing this goal, stating that ¶¶Òõ̽̽ cannot attain academic excellence without also addressing administrative challenges.

The day’s other speakers were VP for Administration Augustus Resurreccion; System Procurement Office Director Atty. Flor Rissa Ofilada; Assistant Vice President for Development Peter Sy; Assistant VP for Administration Tiffany Adelaine Tan; Prof. Iris Ann Martinez, ¶¶Òõ̽̽ Diliman; Frederick Porras, Procurement Service-DBM; and Ruby Lee Belandres, Commission on Audit.
Resurreccion talked about challenges and opportunities in procurement and supply and property management as well as ¶¶Òõ̽̽’s policy directions. He stressed that ¶¶Òõ̽̽ should master compliance and remain committed to its strategic plan while delivering efficient and quality public service through a balanced scorecard and a mindset for continuous improvement.

Ofilada highlighted the four pillars of procurement: people empowerment, systems digitalization, modernization of processes, and community engagement. Martinez discussed supply chain management, addressing various aspects such as stockouts, supply chain disruptions, and contemporary inventory management methods.

Porras talked on efficient inventory management as vital to optimizing operational efficiency and minimizing cost, with emphasis on how a well-managed supply chain improves order fulfillment, reduces lead times, and enhances customer satisfaction.

Belandres explained guidelines and procedures for the one-time cleansing of Property, Plant and Equipment account balances of government agencies to ensure reliability and
accountability.

Sy focused on achieving operational excellence through digital transformation, including process streamlining, automation adoption, and waste reduction. Tan discussed building a strong organizational culture to promote employee engagement, emphasizing ethical leadership and ¶¶Òõ̽̽’s core values of honor, excellence and service.

Isagani Bagus, ¶¶Òõ̽̽ System SPMO head, provided the day’s synthesis and reiterated the ¶¶Òõ̽̽ President’s message about the importance of ¶¶Òõ̽̽’s excellence in procurement, property & supply management for the nation’s benefit. Bagus also reminded everyone on the University’s role of serving the country with integrity and dedication.

Sharing strategies and best practices

 

The second and last day of the Summit began with a recap of the previous day by Ronel Clariza, Property Utility Section Head, ¶¶Òõ̽̽ Diliman SPMO. It was followed by the SPMO heads who shared their 2023-2029 Scorecard and Strategy.

In that session, they presented strategies to align customer demands, internal processes, learning and development, and operational efficiency, with ¶¶Òõ̽̽ strategic goals. Rogelio Estrada of the ¶¶Òõ̽̽ Diliman Human Resource Development Office challenged the SPMO heads to commit to collaboration—share best practices and support each other in fulfilling the One ¶¶Òõ̽̽ SPMO vision and mission for the nation.

Executive VP Jose Fernando Alcantara concluded the inaugural event by congratulating the organizers. He emphasized the vital role played by procurement and SPMO staff in realizing the vision of the ¶¶Òõ̽̽ administration, by contributing to the growth and development of ¶¶Òõ̽̽’s human and other resources and maintaining the highest standards of excellence in education and governance.
